- PROPOSED CIRCULARS are posted at the MARINA STCWO website gov.ph/stcwoffice/circulars for seven (7) calendar days. Within that given period, the public may submit comments which should answer the following: (1) What is wrong with the proposed policy? What needs to be improved? State the specific provision. (2) What is the recommended solution? What are the legal bases or provisions in the convention that supports your recommendation?
